Monitoring and Evaluation
M&E is ideally a dialogue on development and its progress between all stakeholders. M&E is an embedded concept and an integral part of every successful project or program design.In general, monitoring is essential to evaluation. During an evaluation, information from previous monitoring processes is used to understand the ways in which the project or program developed and stimulated change. Monitoring focuses on the measurement of the following aspects of an intervention:
1. Quantity and quality of the implemented activities (outputs: What do we do? How do we manage our activities?)
2. Processes inherent to a project or program (outcomes: What were the effects /changes that occurred as a result of your intervention?)
3. Processes external to an intervention (impact: Which broader, long-term effects were triggered by the implemented activities in combination with other environmental factors?)
The evaluation process is an analysis or interpretation of the collected data which delves deeper into the relationships between the results of the project/program, the effects produced by the project/program and the overall impact of the project/program.
ABCD has been called upon to monitor and evaluate a variety of programs including several international donor funded projects. Donors usually request monitoring and evaluation work to determine the efficacy of their efforts and to identify lessons learned and where improvements can be made. Much of ABCD’s work has been funded by the donor agencies themselves to identify whether or not their sub contractors have been able to fulfill their contractual obligations with regard to the desired outputs they were contracted to help achieve. ABCD has worked on a variety of M&E projects including: 1) Save the Children: Evaluation and Impact Assessment of the Najah Youth Employment Program, 2) UN Women: Developing Project Document for Phase IV of the Achieving E-Quality in the ICT Sector, 3) Youth for the Future (Y4F) (previously the International Youth Foundation (IYF)): Design and Implementation of the Youth Entrepreneurship Training Project, 4) Euro-Jordan Export Program funded by the EU Commission.
